第十六条 任何一个缔约国都有权就考虑修改本公约事项,请求召开新的会议 。
欲行使此项权利的国家,应通过比利时政府将其意图通知其他国家,由比利时 政府安排召开会议事宜。
一九二四年八月二十五日订于布鲁塞尔,计一份。
在签订《统一提单的若干法律规则的国际公约》时,下列签字的全权代表都已 采用本议定书;本议定书犹如已将其条款列入它所依附的公约那样,具有同样的效力。
各缔约国得以给予本公约以法律效力,或将本公约所采用的规则以适于其本国 立法的形式纳入该国的法律,使之生效。
各缔约国得保留以下权力:
1.规定如发生第四条第2款(c)至(p)项所述情况,提单持有人应有权 就未在第(a)项提及的由于承运人本人或其雇佣人员的过失所引起的灭失或损坏,制定责任制度。
2.在本国沿海贸易中,将第六条规定各点用于各种货物上,而不考虑该条最 末一段所规定的限制。
本议定书于一九二四年八月二十五日订于布鲁塞尔,计一份。

HAVE DECIDED to conclude a convention with this object and have appointed the following Plenipotentiaries:
WHO, duly authorized thereto, have agreed as follows:
Article 1
In this Convention the following words are employed with the meanings set out below:
(a) “Carrier” includes the owner or the charterer who enters into a contract of carriage with a shipper.
(b) “Contract of carriage” applies only to contracts of carriage covered by a bill of lading or any similar document of title, in so far as such document relates to the carriage of goods by sea, including any bill of lading or any similar document as aforesaid issued under or pursuant to a charter party from the moment at which such bill of lading or similar document of title regulates the relations between a carrier and a holder of the same.
(c) “Goods” includes goods, wares, merchandise and articles of every kind whatsoever except live animals and cargo which by the contract of carriage in stated as being carried on deck and is so carried.
