1、工程简介:本工程名称:珠海市人民医院北区工程,建设地点:珠海市人民医院用地内,具体位置祥见总平面图。建设单位:珠海市政府投资建设工程管理中心;设计单位:广东工业大学建筑设计研究院;承建单位:江苏南通四建集团有限公司;监理单位:本工程总用地面积13525.93㎡,总建筑面积47497.94㎡,其中地下建筑面积17443.85㎡。由住院综合楼·医技楼和健康管理中心地三栋建筑组成,地上最高17层地下2层。
本工程施工场场位于珠海市园山路和狮山直街交界处。
本工程施工场北临狮山直街东·南面为园山路,西面是香山公园。
本工程总用地面积13525.93㎡,总建筑面积47497.94㎡,由住院综合楼·医技楼和健康管理中心地三栋建筑组成;地上最高17层,地下3层。建筑物耐火等级为1级。跟据甲方意见装修做法还待变更。
本工程设有两层地下室:地下二层建筑面积5165.15㎡,其中设有人防面积3588㎡,非人防面积1577.15㎡,建筑标高—9.4米,层高4.8米,设有设备房·库房和停车位,共有88辆停车位。本工程设有两层地下室,地下一层建筑面积为6619.98㎡,建筑标高—4.6米,层高4.6米,设有停车位和库房,共有159辆停车位。
第三章施工现场管理组织机构
2、项目经理部各职业部门职责
(1)项目经理的权限与职责
确定项目管理组织机构的构成并配备人员,制定项目规章制度,明确项目有关人员的职责,组织项目管理人员开展工作。
确定项目管理总目标和阶段目标,进行目标分解,进行总体控制,确保项目建设成功。
及时、适当的作出项目管理决策,对合同执行进行严格控制。
协调本组织机构与各协作单位之间的协作配合及经济、技术关系,代表企业法人进行有关签证,并进行相互监督、检查,确保质量、工期、安全、文明施工和成本控制。
贯彻执行国家和政府的有关法律、法规和政策,执行企业的各项管理制度。
向项目人员解释和说明项目合同、项目设计、项目进度计划及配套计划、协调程序等文件。
做好施工准备,落实具体计划,形成切实可行的实施计划系统。
协调好各方面的关系,预见问题,处理矛盾。
建立高效率的通讯指挥系统。组织好项目生产调度会、项目经济活动分析会等会议。
按照企业法人代表与业主签定的工程承包合同,严格履行全部合同条款。
(2)项目副经理的权限与职责
负责指导按设计图纸、施工规范、操作规程、施工组织设计、技术措施等进行质量安全技术交底,并组织展开施工,发现问题及时解决或请示上级解决。
严格把好材料进场关、技术交底关、质量评定关、中间检查关,组织隐蔽工程自查,并参与隐蔽工程验收工作。
组织制定施工生产计划,确保项目制定的总目标和阶段性目标按计划完成。
组织编制劳动力需用计划、机械设备需用计划和材料需用计划,并检查计划落实情况。
协助项目经理制订质量管理、安全管理、计划管理、文明施工管理等制度,
并严格监督执行,确保施工生产的安全、优质和文明施工。
协调好与各协作单位的配合关系,及时发现问题,及时解决问题,确保施工生产计划的落实。
完成项目经理安排的其它工作。
(3)项目总工程师的权限与职责
负责项目工程技术和技术管理工作。
参加设计交底和图纸会审,并做好会审纪录。
深入施工现场主持处理施工中的技术问题,参加质量事故的处理和一般质量事故技术处理方案的编制。
主持项目特殊工种作业指导书的编制,并负责指导实施。
负责工程的设计变更、材料代用等技术文件的处理工作。
负责本工程技术、质量安全、试验、测量等管理工作。
与司技术部门联系,做好工程技术信息的传递工作。
安排进行技术文函的签发、保管和日常处理。
负责项目质量体系的建立及有效运行,完成项目经理交办的其它工作。
(4)各管理部门的职能
1、工程技术部的权限与职责
主持编制项目施工组织设计,负责关键部位及特殊项目施工方案的编制,负责施工方案的审批及监督。
参加全部质量事故的评审、主办事故处理方案。
负责、参加本项目工程的施工图纸的会审,技术交底工作。
负责本项目检验设备的管理,负责指挥和管理材料试验、检验和结构检验工作。
负责本项目进场材料和施工过程检验、试验项目进行有关检验、试验管理。
负责本项目的测量工作,对测量成果进行管理,做好各施工测量放线的指导服务工作。
负责本项目全部图纸、技术文件、技术洽商、设计变更文件的收集整理工作。
指导、检查工程管理资料的收集整理。
归类、整理所有项目的工程资料。
2、工程质安部的权限与职责
贯彻执行国家及上级有关质量的方针、政策,贯彻执行国家现行的技术规范、规程、规定和标准。
负责制定、修改和完善工程项目经理部的质量管理制度,并组织贯彻执行。
对工程项目的质量实施监控,对单位工程的隐检、预检,分项、分部工程及单位工程检验评定及月度检查和随机抽查的方式负责核验核查。
负责与甲方、设计、监理、质检单位有关质量方面的业务联系,并协调其:工作。
负责本项目的质量交底。
负责本项目质量事故的报告、标识、记录、隔离。参加质量事故的调查、分析和处置,并负责对处簧的全过程进行记录、验证和报告。
制定安全生产方针目标和工作计划,检查安全责任制是否健全落实,分部分项工程安全技术交底情况,编制安全生产责任状。
组织召开安全生产例会,对安全生产的重点工作进行部署。
协助组织定期(月、季)或不定期的安全生产检查及现场安全检查。
开展安全生产的宣传和教育工作,督促检查施工队的入场教育,督促检查特种作业的培训、考核、持证上岗工作。
参加施工组织设计、施工方案的会审和脚手架的验收。
参加伤亡事故的调查处理,对重大伤亡事故和严重未遂事故的责任者提出处理意见。
组织交流安全生产经验,加强安全生产管理。
3、工程施工部的权限与职责
安排制定生产、进度计划
根据合同要求,制定工程总控制进度计划,组织编制季、月度计划。
检查生产、进度计划的执行情况,并做出检查记录,查出原因,制定处理措施。
在计划实施过程中,及时了解施工进度情况,通过每周项目经理部召丌的调度例会和现场协调会,加强生产调度,化解矛盾,排除障碍,解决施工中遇到的问题,对重点部位和重点环节通过成立工作小组或委派专人具体指导。
执行上级有关施工管理的文件及规定,加强施工管理及调配。
组织施工,对其进行指导和监督,确保施工质量、进度达到设计要求。
对施工工程量及工程形象进行统计,作出相应的月、季、年度报表,做好统计工作。
编制本工程的预结算,同甲方办理结算。
做好工程造价的控制管理工作。
建立健全合同档案、文件资料档案。
4、设备材料部的权限与职责
做好本项目的材料计划,组织重要物质供应工作,合理选择分供方,落实采购计划,签订合同,定期组织材料调度会,疏通供应渠道,确保进场材料的质量和时间要求。
制定本项目各物质供应和材料采购等的管理制度和办法,并组织贯彻落实。
检查、监督物质供应和使用过程中是否按照管理制度、办法实施。
对使用材料、成本进行核算,以达到降低成本的目的。
负责本项目设备管理,编制大型机械设备的安装、拆卸方案,审批中、小型机械设备的安装、拆卸方案,监督机械设备的使用,定期组织施工机械设备的检查。
5、综合办公室的权限与职责
负责本项目的现场消防工作,制定切实可行的现场消防管理制度,并给予认真贯彻。
做好现场的消防宣传工作,使全体施工人员树立消防意识。
组织进行现场消防大检查,检查出来的消防隐忠派专人改正。
负责本项目的保卫防盗工作。
制定现场保卫制度,定期组织检查。
负责本项目的所有后勤工作。
贯彻执行施工现场文明施工管理规定,对施工现场文明施工进行有效管理。
组织人员对文明施工进行定期和不定期检查,贯彻文明施工各项措施的落实情况。
制定文明施工奖罚制度,并认真贯彻执行。
协调本项目与公安、消防、交管管及街道等有关部门的关系。
第四章 项目施工管理目标
严格执行施工安全生产责任制加强安全教育,积极做好危险区域,危险工种的安全防护工作,杜绝重大伤亡和火灾事故,年度工伤度年控制在≤3‰左右。
编制各个流水段网络计划,并及时调整满足业主要求。
组织项目经理部人员熟悉和学习图纸,了解设计上要求施工达到的技术标准,明确工艺流程。
进行图纸自审、会审等工作,做好施工图纸的会审记录。
施工前,根据图纸要求做好技术质量交底工作。
组织各专业施工组共同学习图纸,商定施工中各专业工程的配合。
根据施工图纸的要求,编制本工程各分部分项工程特殊工序的正式的施工组织设计或施工方案,并组织有关施工人员进行方案交底。
根据提供的红线桩、水准点测设符合本工程的现场测量控制网及高程控制网。各控制点均作加固处理,必要时设防保护,以防破坏,利用控制网控制和校正建筑物的轴线、标高等,确保工程质量。
做好技术交底和培训,安排好试验工作。
跟据本工程的结构设计原理和现场的实际情况,首先要做好工程基础四周的基坑护坡桩工程准备,跟据基坑护坡桩的单项施工方案准备该项工程的材料·机械和人员的进场工作。掌握施工阶段的气象资料,以便综合组织全过程的均衡施工砖混结构钢筋绑扎工程施工工艺标准QZXJZ J262,制定出雨天、大风天气的施工措施。
根据本工程勘察报告,熟悉本工程的地下水详细情况。做好相应的降水施工措施。
根据甲方提供的地下原有管道及障碍物等资料。了解施工现场地下管道、障碍物情况。
确定施工范围,做好转挡,拆除地下、地下障碍物,落实地下管线改移、悬吊和保护措施,修建临时设施,平整场地。在施工前,对施工用水、施工用电的水源、电源等的供应情况作详细调查,包括给水的水源、水量、压力、接管地点、供电能力、线路距离、负荷、停电情况等。
架设动力和照明线路,接通施工用水管路,确定材料、设备和土方运输线路。
接通水、电源,现场水昵工根据方案要求与安全操作规程敷设临时地下给水管和电线(杆),将水、电送至各个用水用电的地点,并做好现场排水工作。
南京某机场钢结构网架施工方案做好场区的临时排及场地、道路硬化。
按施工方案和施工平面布置图的要求,搭设工地办公用房、公议室、值班室及安排好其他生活设施和生产设施等。
